SDAX Exchange Board of Directors
Paul Khoo Boon Hui was the Singapore Police Commissioner from 1997 to 2010 and INTERPOL President from 2008 to 2012. Upon his retirement from the Ministry of Home Affairs as its Senior Deputy Secretary in January 2015, he was appointed as a Senior Fellow. He is an Advisor to INTERPOL, and holds advisory and board positions in Banking, Healthcare, Security, Cybersecurity, Defence, Casino Regulation, and Philanthropy.
His role as Chairman and Independent Director of SDAX is to exercise objective and independent judgement on the business, corporate affairs and governance standards of SDAX, taking into consideration interests of participants and issuers on the Exchange.
He specialises on regulatory issues, complex corporate finance and project finance transactions, corporate governance and board matters, and reputational management matters for corporate leaders and major corporates. He has been frequently recognised as a leading practitioner in reputable publications such as IFLR1000 and Legal 500 Asia Pacific.
Thomas is an exchange architect with a combined 30 years of experience across US and Asian Exchange and Regulatory frameworks, with a focus on the development of Exchange traded Cleared Futures and OTC products.
His experience in exchange architecture and strategic development includes: West Texas Intermediate Petroleum Advisory Board, LPG product development and trading; Chairman Natural Gas Advisory, launched Henry Hub contract 1991, LNG, LPG product development and trading traded as market maker and was Ring Chairman; BitGold, early adopter of the platform for purchase and payments based on physical gold holdings.
His role as Independent Director of SDAX is to provide strategic advice and guidance on the operations of an exchange.
Mr Soh Gim Teik advises corporations through his firm, Finix Corporate Advisory LLP, and has many years of experience in corporate advisory governance, finance and general management. He was previously an executive director and CFO of a listed company and has broad boardroom experience in the region. Besides being an independent director in a number of public and government-owned companies, he is also active in a number of other charitable and nonprofit organisations.
His role as Independent Director of the SDAX is to provide guidance on audit matters and governance matters of SDAX and its exchange.
Thomas Kupfer has been Switzerland’s Ambassador to Singapore from 2012 to 2018. He joined the Diplomatic Service of the Swiss Foreign Ministry in 1983. Since then, he has held different positions both in headquarters Bern and overseas, including Embassy in Washington, DC (1984), Mission to the European Union in Brussels (1991) and Embassy in Rome (1995). He served as Ambassador for Humanitarian Affairs based in Geneva (2000-2001), Ambassador to Colombia (2004-2008) and Ambassador to the Republic of Korea (2008-2012). He was also the Deputy Director General of Africa & Middle East (2001-2003) and Secretary General of the XXVIII International Conference of the Red Cross and Red Crescent in Geneva (2003).
The 35-year veteran of the diplomatic corps completed his law studies at the University of Zurich in 1978 and obtained a license as an attorney for the Bar of Zurich in 1981.
Ee Rong is a seasoned business leader and actively holds several independent board roles. She is currently a Senior Advisor with Rainmaking Innovation, a ventures development firm regionally headquartered in Singapore, focused on partnering with global companies to build, grow and accelerate businesses through entrepreneurship and innovation.
Her board portfolio includes an Independent Non-Executive Director role with Jollibee Foods Corporation) and Board Director with Certis Group. She is concurrently Vice-Chair of the Singapore Business Federation and the National Volunteer and Philanthropy Centre.
Her previous executive roles include leadership positions with listed healthcare group – Raffles Medical Group as Deputy Managing Director, leading commercial transformation. Prior to this, she spent eighteen years with global integrated marketing agency – Ogilvy & Mather, across the region building global brands and businesses through various stages of growth.

Nick serves as a senior advisor at SquirePattonBoggs and as a special advisor to the BP Chief Representative in Abu Dhabi, offering expert guidance on various initiatives related to the UAE and the Gulf Cooperation Council (GCC) states. His connection to the Emirates dates back to his childhood, when his father, a British Army officer, was stationed in the UAE with the Trucial Oman Scouts.
Early in his career, Nick managed His Highness Sheikh Zayed’s Royal Stud Farm before attending the Royal Military Academy Sandhurst, where he was commissioned as an officer in the Brigade of Goorkhas.
Following his service in the British Army, Nick returned to the UAE where he built a 40-year career, taking on senior leadership roles at two major multinational companies, focusing on government relations, client engagement, and ESG (Environmental, Social, and Governance) initiatives.
In addition to his advisory roles, Nick is the chairman of the British Chamber of Commerce Abu Dhabi and serves on the advisory board for Sightsavers in the Middle East. He also chairs the Middle East Advisory Board of the Energy Industries Council and co-chairs the Energy Working Group of the UAE-UK Business Council. In 2013, he was awarded an MBE by Her Majesty The Queen in recognition of his contributions.
Nick recently published Early Days in the Emirates, a memoir reflecting on his formative years in the UAE.
Anand is a second-generation entrepreneur with nearly two decades of experience in the jewellery industry. He is a seasoned professional in strategic initiatives and holds directorial and shareholder roles in various jewellery and bullion enterprises.
He is credited with envisioning and executing a successful bullion trading business, expanding its presence across the Middle East, Far East Asia, and India. Driven by a passion for digital technology, Anand has successfully spearheaded the launch of FinTech ventures in the jewellery sector, including GoldCityMall, GoldMine kiosks, BeSpoke Solutions, Gold Experience Center, and AIPM.
With a background in engineering, Anand is also a recognized speaker on topics related to precious metals and Bullion FinTech, having presented at global industry events.
Rachel Chia currently leads SDAX as CEO. She is an accomplished professional who has more than 20 years of experience in various industries including investment banking, fintech and legal. Having attained US and UK attorney qualifications from prestigious institutions such as University of Chicago Law School and London School of Economics and Political Science, she has held positions at leading international law firms and investment banking groups such as Clifford Chance, Latham & Watkins and Bank of America Merrill Lynch. She has also prior experience with fintech and blockchain projects, including a ground-breaking fine art blockchain project, and a stablecoin.
As the Chief Commercial Officer at SDAX, Melwyn brings a wealth of expertise and knowledge to the business.
A storied Banker over 35 years in the banking industry, he is a seasoned professional with a rich and diverse skills set and experience spanning Retail Banking, Investment Banking, Private Banking and the Family Office space, across Southeast Asia, the Middle East, and the Indian subcontinent.
Besides being a Top of the Class Private Banker, with a deep understanding of client needs, and a proven record of delivering optimal solutions across all wealth life stages, he has been recognized for building and mentoring high-performing teams and developing scalable businesses within the private wealth space.
He holds a Bachelor’s degree in Electronics Engineering, a Master’s in Management Studies from Bombay University, and a degree in Leadership Management from IMD Lausanne. Additionally, Melwyn serves as a visiting professor in Private Banking & Alternative Investments for the Masters of International Finance (MIF) program at the French university ESSEC.
Chong Huat is the Senior Partner and founding member of RHTLaw Asia LLP, a leading legal practice with an Asia Pacific presence. He chairs RHT Group of Companies which comprises Fintech & Financial Services, Training, Learning & Development, Consulting & Advisory and Wealth & Asset Management.
He specialises on regulatory issues, complex corporate finance and project finance transactions, corporate governance and board matters, and reputational management matters for corporate leaders and major corporates. He has been frequently recognised as a leading practitioner in reputable publications such as IFLR1000 and Legal 500 Asia Pacific.
Chong Huat was at the forefront of Singapore’s corporate governance evolution and was a member of the Corporate Governance Council of the Monetary Authority of Singapore. He is the deputy chair of the Disciplinary Committee and a member of the Listing Appeal Committee, Singapore Exchange Limited.
He is well-versed in blockchain, distributed ledger and related technologies, and cryptocurrencies, having invested in 2 digital exchanges which apply DLT technology. Notably, he is the Chairman of Aldigi Holdings Pte Ltd and a board member of Huobi, Singapore.
Chong Huat is one of Singapore’s sustainability pioneers and was a director of World Wide Fund for Nature (Singapore) Limited. He spearheaded RHT Rajan Menon Foundation’s sustainable development program, and created Greening Asean Initiatives & Leadership (GAIL), promoting sustainability education and advocacy in Asean. He led RHT’s investment into Air Carbon Exchange, a leading carbon exchange powered by blockchain technology. He currently chairs Aldigi Holdings Pte Ltd which is involved in the financing of ESG digital assets.
Chong Huat holds a Bachelor of Laws (Hons) from National University of Singapore, Master of Laws from University of London, Certificate in Blockchain Strategy Programme from University of Oxford, and Certificate in Circular Economy and Sustainability Strategies from the University of Cambridge Judge Business School. He is also a fellow of the Singapore Institute of Directors.
Charis is the co-founder of Minterest, with more than 20 years of banking and finance experience specialising in structured finance, relationship management and advisory to financial institutions, large and local corporates across Asia.
Charis is instrumental in driving the Group’s digital investment platform strategy and initiatives, overseeing its business, technology innovation and geographic expansion.
Charis currently serves on the Alumni Advisory Board of Nanyang Business School, Nanyang Technological University as well as on the Marketplace Lending sub-committee of the Singapore Fintech Association and is a regular speaker at events. In 2021, she was recognised amongst Singapore’s 100 Women in Tech by the Singapore Computer Society and Infocomm Media Development Authority and was awarded the top 12 Fintech Leader and Top 5 Women in Fintech awards by the Singapore Fintech Association in 2020.
Charis holds a Bachelor of Accountancy (First Class Honours) from Nanyang Technology University and is a CFA charter holder since 2004.
James is the Vice President of Portfolio Management at The Straits Trading Company Limited since 2015. He is responsible for oversight of the portfolio companies’ performances, as well as the development of strategies to improve performance.
Prior to Straits Trading Company, he has held positions in Ascendas and Titan Capital, with responsibility for capital markets, transaction management and deals structuring.
James holds a Bachelor of Engineering (Electrical Engineering) (First Class Honours) from National University of Singapore. He is a CFA charter holder.
Eddy Ng is PSA’s Head of Group Commercial & Supply Chain Sustainability Solutions. He sits on the Senior Management Council of PSA International.
Eddy steers the PSA Group’s commercial strategies in support of its activities and relationships with key global shipping lines, as well as develop PSA supply chain solutions with stakeholders to further PSA decarbonisation efforts in maritime and supply chain production systems. In addition, Eddy has a leadership role in Group Process Excellence, with a focus on strengthening and cascading PSA’s technology roadmap and digital developments in PSA projects globally.
Eddy holds directorship positions in Vopak Terminal Singapore Pte Ltd and MSC-PSA Asia Terminal Pte Ltd. In recognition of his contributions that span over two decades in PSA, Eddy was conferred the PSA Global Champions Award in 2017. Eddy graduated with a Bachelor of Arts with Merit from the National University of Singapore.
Mr Ivan Koh has more than 20 years of experience in the real estate sector covering property management, centre management, marketing & leasing, asset and investment management, and project development management in Singapore, China and India.
Prior to joining APM Property Management, Ivan was CEO of Perennial Real Estate, China. His portfolio comprised over 5.5 million sqm of developments including six operational assets, six projects under development and healthcare assets in first-tier cities and major provincial cities. Ivan previously held various positions including COO (Retail) at DLF International Holdings Pte Ltd in New Delhi and Regional General Manager of West China and General Manager of North China at CapitaLand Retail Limited (renamed CapitaLand Mall Asia Limited).
Ivan holds a Bachelor of Science in Management (Honours) from the University of London, UK.
