Management Team

Paul Khoo Boon Hui was the Singapore Police Commissioner from 1997 to 2010 and INTERPOL President from 2008 to 2012. Upon his retirement from the Ministry of Home Affairs as its Senior Deputy Secretary in January 2015, he was appointed as a Senior Fellow. He is an Advisor to INTERPOL, and holds advisory and board positions in Banking, Healthcare, Security, Cybersecurity, Defence, Casino Regulation, and Philanthropy.

His role as Chairman and Independent Director of SDAX is to exercise objective and independent judgement on the business, corporate affairs and governance standards of SDAX, taking into consideration interests of participants and issuers on the Exchange.

Raymond has over 29 years of corporate and banking experiences. Most recently, Raymond was leading the Global Markets Cross Assets Corporate business for North Asia, Vietnam and Singapore in an international bank.

He was actively leading in global markets products structuring and development, risk management of operations to trading, efforts in digitization of trading processes with the discipline of Six Sigma, for Clients Success.

Mano has been building software applications and deploying them in his own mini-datacenter for more than 20 years. These applications span from basic Content Management Platforms early on in his tech life to Algorithmic Trading Applications that interfaced with Interactive Brokers and Cryptocurrency Exchanges to execute quantitative trading strategies that he researched thru stochastic modelling of historical asset prices.

Since 2015, he has been specializing in distributed systems technology to drive a new paradigm in Business Systems’ design. His first successful attempt was building the world’s-first electronic corporate governance platform driven by Proof-of-Process Smart Contracts that implemented algorithms that mirrored the constitutional rules of a standard Private Limited Company in Singapore that was deployed on an Ethereum-based private blockchain. He has also pioneered design patterns that are used as a reference standard in distributed systems applications.

Rachel has 18 years of experience in law, banking and fintech. She has held positions in legal practice in London as a senior attorney with leading international law firms, as a financial product structuring specialist with an international bank in London and Hong Kong.

She was also a founding member in several blockchain fintech projects in London and Singapore, including asset tokenisation, stablecoin, blockchain powered payment ecosystem and structured financial products projects.

Chee Keen is trained as an accountant and has spent early years of his career as an audit supervisor in KPMG Singapore, where he supported companies in diverse industries; and has held positions as group financial controller and chief financial officer at SGX-listing companies, including Nico Steel Holdings Limited, Natural Cool Holdings Limited and Epicentre Holdings Limited.

His role as Chief Financial Officer of the applicant is to oversee the accounting, financial reporting, cost management accounting, foreign exchange management, credit control, tax, cash flow planning and financial systems of SDAX.

Alphonsus has senior management experience in the public and private sectors and has served as Senior Director at Ministry of Trade and Industry, Deputy CEO of IE Singapore and CEO of Singapore Cooperation Enterprise. In the private sector, he has held senior positions, e.g. notable as Chief Operating Officer, Asia Pacific, of Reed Exhibitions, Deputy CEO of XMH Holdings Limited, and General Manager of SilkAir.

His role as Chief Commercial & Partnership Officer of SDAX is to oversee and manage the business operations of the Exchange.

John Kee is the Head of Operations for SDAX. Prior to SDAX, he was the Head of Trading Operations and Market Surveillance in Intercontinental Exchange (ICE Futures Singapore). Before that he was heading the Derivatives Operations at SGX. John has a wealth of experience in trading operations and derivatives over a career span of 16 years. 

Exchange, Advisory & Appeals Committee

As the Chief Regulatory Officer of Abaxx Exchange, Tock Siong has over 25 years of regulatory and compliance experience in the financial sector.  Prior to this role, he held similar appointments serving as the Chief Regulatory Officer of Asia Pacific Exchange and Singapore Mercantile Exchange, where he was instrumental in their licence applications and successful launches.  In addition, Tock Siong was the country head of compliance for several banks in Singapore, including Bank of China, State Bank of India, and Bank of Nova Scotia.  He has an MBA from the Simon Business School of the University of Rochester, NY, and a bachelor’s degree in accountancy from the Nanyang Business School, Singapore.

Mr Chia Nam Toon was the Assistant Group CEO and CEO, Logistics Real Estate & Special Projects for the ARA Group and a non-executive director of the manager of the listed logistics REIT, ARA-LOGOS Logistics REIT.  Prior to joining ARA, he had spent 12 years with Ascendas Group and was the CEO of the Ascendas REIT, one of the largest REIT listed on the Singapore Exchange. He is highly experienced in capital raising from the various capital market sources having spent time being involved in raising capital for the reinvention of the ICI Group when they made the $8 billion acquisition of the Unilever businesses.

Mr. Chia is a Fellow of the Association of Chartered Certified Accountants UK (FCCA), a Fellow of the Institute of Certified Public Accountants of Singapore and holds a Diploma in Commerce from Tunku Abdul Rahman College, Malaysia.

Prakash is the founding member of RHTLaw Asia and RHT Group of Companies. He has over 20 years of experience in leadership roles managing multidisciplinary professional services. He has successfully led the building of and investments in various businesses, from new start-ups to growing market leaders and regulated entities. Prakash has driven fundraising and M&A efforts to fuel the growth of new businesses and led investors to successful exits.

As the co-founder and deputy chairman of SDAX Digital Asset Exchange, he was instrumental in its development and successfully secured a Recognised Market Operator licence from the Monetary Authority of Singapore. Prakash is also a board member of the Air Carbon Exchange.

Prakash graduated from the University of London with a Bachelor of Science, Economics He successfully completed a blockchain strategy programme with Said Business School, University of Oxford. He is a member of the Singapore Institute of Directors.

Thomas is an exchange architect with a combined 30 years of experience across US and Asian Exchange and Regulatory frameworks, with a focus on the development of Exchange traded Cleared Futures and OTC products.

His experience in exchange architecture and strategic development includes: West Texas Intermediate Petroleum Advisory Board, LPG product development and trading; Chairman Natural Gas Advisory, launched Henry Hub contract 1991, LNG, LPG product development and trading traded as market maker and was Ring Chairman; BitGold, early adopter of the platform for purchase and payments based on physical gold holdings.

His role as Independent Director of SDAX is to provide strategic advice and guidance on the operations of an exchange.

Mr Soh Gim Teik advises corporations through his firm, Finix Corporate Advisory LLP, and has many years of experience in corporate advisory governance, finance and general management. He was previously an executive director and CFO of a listed company and has broad boardroom experience in the region. Besides being an independent director in a number of public and government-owned companies, he is also active in a number of other charitable and nonprofit organisations.

His role as Independent Director of the SDAX is to provide guidance on audit matters and governance matters of SDAX and its exchange.

Thomas Kupfer has been Switzerland’s Ambassador to Singapore from 2012 to 2018. He joined the Diplomatic Service of the Swiss Foreign Ministry in 1983. Since then, he has held different positions both in headquarters Bern and overseas, including Embassy in Washington, DC (1984), Mission to the European Union in Brussels (1991) and Embassy in Rome (1995). He served as Ambassador for Humanitarian Affairs based in Geneva (2000-2001), Ambassador to Colombia (2004-2008) and Ambassador to the Republic of Korea (2008-2012). He was also the Deputy Director General of Africa & Middle East (2001-2003) and Secretary General of the XXVIII International Conference of the Red Cross and Red Crescent in Geneva (2003).

The 35-year veteran of the diplomatic corps completed his law studies at the University of Zurich in 1978 and obtained a license as an attorney for the Bar of Zurich in 1981.
